Apple TV 4K (2017) flickering in Dolby Vision 4K 60Hz

My Apple TV resolution is currently set to 4K Dolby Vision 60Hz. I get a great image until the screen becomes static, it starts to flicker in a major way and stops in about 30 seconds. Flickering never happens when playing a movie or when any element on screen is moving or animating. It happens mostly but not exclusively when I quit playing certain content and do nothing on-screen (leave it idle).

I am using an HDMI that Apple recommends from Belkin: https://www.belkin.com/us/cables/audio-video-cables/4k-ultra-high-speed-hdmi-2-1-cable/p/p-av10175/. I tried once changing the HDMI cable to another one I use for my PS4 and I got the same issue.

My TV is a TCL QLED C715 that supports Dolby Vision.
