iTunes and apple store disables

Every time I try to download an app it says my account has been disabled on iTunes and apple store how do I fix this

iPhone 11, iOS 15

It can't be enabled from your end. Click here and contact Apple Support at a time they're open; if the link doesn't have an option for your country, use this form.
