iPhone will not charge through MagSafe after my PC was running on low power

While the Apple phone support nor the Best Buy tech could solve the issue, I found the solution from Microsoft so am sharing it here for others inc Apple support.

Solution – Open Device Manager on your Windows PC [right click on the MS icon lower left of PC], scroll down to USB controllers and open it to show USB Root Hub [USB 3.0]. Right click to open this controller, select Properties, and then select Power Management. Un-select “Allow the Computer to Turn Off this Device to Save Power”.

Additional Information.

Solution 2 - I later found that problem above reoccurred after using Solution above. I found a configuration choice on my iPhone that might be related. Settings > Battery > Battery Health > Optimize Battery Charging > On [waits to finish charging to 80% based on your daily charging routine].

Solution 3 - There just maybe a yet unknown software characteristic of the iPhone that blocks charging under certain situations... and maybe just time is needed.

Closure - The net of all of this is that my MagSafe works after trying Solutions 1-3 above.
