iOS apps still loading more than 12 hours after upgrading iPhone

Someone else asked this question, and the response did not address the apps problem at all. It merely said how to update the iOS system software. That’s not my problem because that was one of the first things I did when I replaced the iPhone before it transferred all the files. There are two iPhones in our house and after more than 12 hours all of the apps are still stuck at loading but nothing seems to be happening. please don’t blame our Wi-Fi, which is working just fine, thank you. basically we can’t use any of the apps other than the standard iOS apps that come with the software. They are still stuck in loading mode. We’ve restarted the phones several times. And it hasn’t helped. please address this question and don’t just tell us to upgrade the iOS software. We’ve done that. They are iPhone 13‘s, running iOS 15.2.
