Why won’t the Apple Watch 7 display remain on while charging in “Nightstand Mode” in a horizontal charging stand without having to disturb it? It was my understanding it would remain on and visible all night like a nightclock.

Based on the article here: Add an alarm on Apple Watch it states, "When you connect your Apple Watch to its charger with nightstand mode turned on, it displays charging status, the current time and date, and the time of any alarm you’ve set. To see the time, tap the display or lightly nudge your Apple Watch."
