I bought increased storage years ago, .99.
I upgraded to $4.99 for more storage.
the upgrade is being taken every two -3 days and for awhile.
I also am still notified “ running out of storage?”
i get the cost increase but not more than monthly snd if it’s not covering my needs, any suggestions?
I’m actively deleting images only to have them reappear?
please help.

Current iCloud+ pricing in the US is 99 cents, $2.99 or $9.99. Billing is monthly. You should review your purchases at support.apple.com/billing or contact Apple Support.
As to storage. You can verify your current device storage and use, and iCloud storage and use on your device:
Device: Settings > General > iPhone Storage -- you may be out of space on your device, in which case you'll need to delete content
iCloud: Settings > Apple ID > iCloud
