Why when I try to download messenger it keep trying to charge my card
How do I reinstall messenger without it trying to charge my card???

It shouldn’t be charging you. If you previously had the FB Messenger app: In the Apple App Store try tapping the iCloud icon to re-download. You are asked to sign into your Apple ID anyways and a payment method needs to be there to use the App Store but you shouldn’t be charged, even if it says “confirm purchase”; it says this for free items as well, by default.
