I have the Animoji/Face thing on iPad Air 4

The iPad air 4 does not have the IR sensors necessary for face id. Apple would not put them there for them not to be used. The feature to use animoji on other devices without the truedepth camera was added in ios 15.

You are using a device that is not compatible with Face ID, and only uses Touch ID.

The animated Memoji feature would not be available on a device using Touch ID.
