Be very careful. It sounds like you’re confusing two very different things:

1. Apple’s Two-factor authentication. That’s what you’re saying you’ve gone through and turned on. Two-factor authentication for Apple ID - Apple Support
2. Your financial institution’s two-factor [authentication/authorization]. That has completely separate instructions and is handled separately.

Hi irenefromn. vancouver, it is likely you are referring to the OTP (One Time Passcode) being sent by text message from your bank.

Can I therefore suggest you contact your mobile service provider to explain the issue and ask them to check as it was an issue in previous discussions. You could also consider discussing the issue with you bank as well as they may have other options for you to receive the OTP.

Does the bank send the text to your iPhone’s telephone number? Hopefully the answer is “Yes.” And you should check for that message on your iPhone (not the new iPad). Presumably nothing has changed regarding the iPhone’s telephone number or cellular carrier.
