Should my Apple Pay region be my residence or banking residence?

Hello, i have an issue iam currently living in Morocco and i have a kuwaiti visa card and i was wondering should my region be Morocco or kuwait ?

Why does it say card not supported every time i enter my kuwaiti visa card to the payment and shipping option?

Is apple pay supported in morocco if not what alternative can i use to pay from my phone since payment and shipping option didnt work aswell
