I have iMac Late 2013 macOS High Sierra version 10.13.6 Precessor 2.7 GHz Intel Core i5. Says there are not updates for me. But some websites say I need to upgrade Mac OS X 10.14.4 for Safari? How do I do this?

A late 2013 iMac can be upgraded to Catalina 10.15.7 but no later. See: How to get old versions of macOS - Apple Support
Another option is to use an internet browser other than Safari. You can install the current version of Chrome or Firefox with High Sierra.

Eventually you have the update notifications OFF there is macOS Catalina for that iMac , you can update from here just scroll down find macOS Catalina click on it and follow the instructions your safari will be updated too
