Why is Sleep focus on outside of designated hours?

I have my Sleep schedule set up on my iPhone SE such that it should be active until 8am on weekday mornings. However, it remains active on my MacBook Pro (running Monterey 12.0.1) all morning long. I have observed this multiple times - not just for a few minutes after 8am, but until past 10 or 11am at least if I don't take notice and turn it off.

Settings are shared between devices. Both are set to the same time zone, logged into the same Apple/iCloud account. I will even get a tap notification on my Apple watch about a text message, while at the same time NOT getting a notification on my MacBook Pro, because the MBP thinks I should still have Sleep focus on. But looking at the Focus icon shows that the OS thinks Sleep should stay on until 8am... even when the system clock shows it's past 8am. I'll include some screen shots, plus shots of my MBP settings and my Health App/Sleep settings on my phone.

Settings on phone: Sleep until 8am on weekdays.

Settings in Mac OS: Take Sleep Focus schedule from the Health app on my phone.

Examples of it being past 8am on a weekday, but MacOS thinking Sleep Focus should still be on:

8:14am

10:14am

11:18am

I don't have "smart activation" available under the "sleep" setting in "focus."

Check this. make sure it isn’t on.

To use Smart Activation, which will automatically apply your Focus at relevant times throughout the day:

  1. Go to Settings > Focus, then tap the Focus that you want to activate automatically.
  2. Tap Smart Activation.
  3. Tap Done.

When you turn on Smart Activation, it AUTOMATICALLY TURNS ON the Focus at relevant times throughout the day based on your signals, like location and app usage.
