Personal hotspot

Given that the personal hotspot name is equal to the iPhone name (in Settings>General>About... 1st option),

try to:

• Turn off your 12 and the device that "should" see (and be connected to) your personal hotspot (assuming you correctly configured your hotspot to Allow Others to Join)
• Turn your 12 back on
• Turn the other device back on and check the wifi connection with your Personal Hotspot.

Go to your control panel by swiping down from the top right of the screen, hold down on the box where wifi, bluetooth, etc. is, the click on personal hotspot to enable/disable it. If unsuccessful try turning both phones off and on again, when you enable your hotspot try waiting at least 5 minutes to see if it appears.

I've had this happen to me a lot at school whilst trying to connect my phone's hotspot to my computer, I ended up getting sick of it and decided to plug my phone into my computer as I can recieve an ethernet connection from it.
