iOS/iPadOS does not support optical media - at all. If you are looking to copy music from CDs, you will need access to either a PC (with iTunes installed) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS).
You can then import your CDs to your iTunes Music Library - and then your Music Library can be synchronised with your iPad/iPhone. Your PC/Mac performs the Digital Rights Management function, allowing you to create an synchronise an authorised copy of copyright protected media to your iDevice.

If you intend to rip CDs and add them to your music collection, you'll need to first rip the tracks using your computer (iTunes or Music apps), then you can sync the files the same way that you would normally sync the device. ”Hiring” (or perhaps borrowing) a computer may not be long-term solution - given (a) the time that will invest in copying CDs to your Music Library, and (b) the potential need to re-synchronise your library to your iPad to add new CD content to your iPad and/or reload your music should you ever need to reset your iPad.
Whilst temporary use of someone else’s computer is certainly possible, “having” a suitable computer of your own is a better alternative.
Thanks, no computer, just an ipad…..
Thanks, looks like ill have to hire a computer….
