how can i delete an app? i tried off my home screen it won’t work

if my phone won’t let me delete apps off my home screen how do i do it???

Screen Time can get in the way here, and certain built-in iOS apps cannot be deleted.

Is Screen Time enabled?

And which app; one that's part of iOS?
