Home sharing
What is home sharing and if I am already part of a family and have family sharing enabled but am not the family organizer, is there a way to share a subscription with someone who is not part of my “ family?”

"Home" can mean different things. It's an app on Apple's devices to co-ordinate HomeKit devices; it can be confused with Family Sharing (in a home); but perhaps in your question it refers to the availability of media across a wi-fi network being shared in the home by the devices hosting the content.
Apple's support document Use Home Sharing to share media from a computer to other devices explains how it works.
The subtitle is a good summary: With Home Sharing, you can share, stream, and import media from up to five computers that are connected to your home Wi-Fi network.
If you are using the term Home Sharing in the sense of an iCloud Family Sharing group then no, only members of the group can make use of the entitlements membership bestows, for example an Apple Music subscription.
