The warranty does not cover accidental damage or abuse.

Aside from screen and battery replacements, Apple does not do component level repairs on iPhones. The entire phone will have to be replaced.

If it's under warranty and the problem with those is a covered repair, then it should be free. Other than that, I've heard contradictory messages on whether or not cameras can be replaced for the same device returned to the customer and how much it will cost. But the flashlight I'm not sure of - whether or not it's considered a camera component since its primary purpose is as a camera flash.
