why won't my macbook air update to macOS Monterey

I download and try to install and it says that it is unable to continue even after I have restarted it.

MacBook Air 13″, macOS 10.15

Monterey supports MacBook Air from Early 2015 onwards. If that condition is met, then your Air will need 46 GB of available storage if upgrading from macOS 10.12 or earlier and 35 GB available storage if from macOS 10.13 or later. Those storage measurements are in addition to the Monterey installer size.
