Speech downloader pop-up on MacBook Pro!

macOS 12.1

What is this? It randomly pops up every now and then? It is freaking me out. Hope it is not malware or anything. I do NOT have Siri turned on in ANYTHING, I have turned her off in everything that I know of including iCloud on ALL of my devices.

"Speech Downloader is trying to modify your system settings" Every now and again I get a pop-up window on my MacBook Pro (Running Catalina 10.15.4) saying "Speech Downloader is trying to modify your system settings. Touch ID or enter your password to allow this." I can't find an app or system setting specifically called Speech Downloader and I do not have Siri enabled. The last time it popped up I ran a full virus scan (with Antivirus One) which came up clean. I am naturally not allowing this thing anywhere near my system settings! I would like to know what this is and how to get rid of it, if it's just a harmless system bug or potential malware. Thanks!

SpeechServiceSynthesizer at Logon SpeechServiiceSynthesizer appears as an item to loaded on login. But Finder does not see it. What is this? Should I remove it from log in items? Does it need to be removed from my puter? Mac Air 2019 13" retina Mac 0s 12.3.1

How do I turn off the speech pane that appears at login? Every time I log in, a black speech pane appears. I don't need it and don't want it. How can I stop it from appearing?
