Does Time Machine back up include System Preferences settings?
I am setting up a new MAC with specific settings for all System Preferences. Will my Time Machine back up include those settings?

Yes. TM backs up everything on the Mac, you only specify what you do NOT want backed up. Please refer to Back up your Mac with Time Machine
