Convert User to Administrator

1. Choose Apple menu > System Preferences.
2. Click Users & Groups.
3. Click the lock icon to unlock it, then enter an administrator name and password.
4. Select a standard user or managed user in the list of users, then select “Allow user to administer this computer.”

When you are signed in as an Administrator what exactly happens when you try to download apps and programs?

As Guest you can download those items but you should only be able to install them if you enter an Administrator user name and password.

Administrator right is not an option for the Guest account.

What do you mean by "the admin account has become redundant "

Very sorry. can you explain what the issue is and why you want to try to make Guest an admin? As lllaass said, it’s not possible.
