Is it possible to “download” photos from Photos app on iCloud to a different iCloud folder so i can delete photos from my iPhone and not worry it will delete them on iCloud?

iCloud photos I want to download all my photos to my photo library but I have to select them all manually. Is there any way I can just have my photos saved to my iCloud but still appear in the photos app so I don’t have to download all of them? Thank you!
