Set up new phone and phone won’t function
I set up my new iphone 13 and phone will not function
it says call failed

Is the cellular service activated on your new iPhone? If NOT then it is not going to make or receive calls.
What about the active SIM card from your old iPhone? Does your old phone still ring when it gets a call and can you make a call from it? If YES, then move the SIM card from your old iPhone to your new iPhone.. This will move the active cellular service to your new iPhone so that you make and receive calls.
