iCloud Photos and Normal Storage Photos

Hello, can i keep photos both on iCloud and on the iPhone's memory withouth them needing wifi to load an open. how?

Get started with iCloud Photos:

  1. Tap Settings > [your name] > iCloud > Photos.
  2. Turn on iCloud Photos.
  3. Select Download and Keep Originals (See the pic below)



If you had enabled iCloud Photos and then if you delete Photos and Videos from the iCloud it is deleted from iPhone Photos too, and vice-versa. 


And if you happen to take a backup either over iTunes or iCloud after deleting Photos and Videos all the photos are deleted from the backup (iCloud/iTunes) too.
