It seems that installing the Catalina System has clogged my MacBook Air so that it no longer works well and cannot access the cloud. So, returning to High Sierra has been recommended.
When I try to install High Sierra, will the Catalina System be eliminated in order to give me more processing power?

You have to erase to install an earlier version of macOS. So yes, if you do everything correctly, Catalina will be removed.
I think that unless you completely erase the device it just adds the other file (macOS)
What device are you using? (year model)
Macbook Air (13", Early 2015) and Mac Mini (Early 2015)
