Every time i click on “Manage Storage” it take me to the page with the monthly plan options, and when i click on the one i want and then “update to iCloud+” it takes me to the “Payment and Shipping Methods page”. so i try clicking on the payment method i wanted (Apple ID Balance) and Nothing happened it just showed me my apple ID balance.

If you have a balance on your Apple ID account, any charges will be taken from that first, but a credit or debit card must be on file and selected for that subscription.

I finally did it, but i had to do it from my laptop. It simply couldn't happen from I my phone and I didn't have any other payment methods, but through my MacBook I didn't need any more other than my Apple Balance. I recommend just doing it from there.
I am facing the same issue, have added multiple other valid payment options and have an Apple balance too. Not sure why the upgrade isn’t simply happening. Can you please help here? I think this may be a system error.
