Apple Pay Declining Payments

has anyone experienced Apple Pay declining payments? I’ve used Apple Pay with any issues for several years, but a couple of days ago Wallet started declining payments from one particular card. Apple Pay Support suggested ensuring iOS is up to date and remove the card and add again. This has not solved the problem. The card issuer can not find any problems with their system.
