I have a new 5th gen iPad Pro that I'd like to use as a webcam for my mid-2014 MacBook Pro running Catalina using Camo Studio. To connect the iPad as a web-cam can I use the Thunderbolt 3 to Thunderbolt 2 adaptor and Thunderbolt 2 two-meter cable?

It sounds like you want to use the Camo Studio app to use your iPad Pro as a webcam for your MacBook Pro. We can help.
According to the developer, Reincubate, "Camo is compatible with any iOS device running iOS 12 or above, so you could run it on an iPod Touch just as well as your iPhone 13 Pro. Or iPad Pro." and that "Camo is compatible with iOS 15 and macOS 12. It is optimized for Apple Silicon." Additionally, the developer states that "It’ll run on any Mac with macOS 10.13 or newer".
Since macOS Catalina starts at version 10.15, and the iPad Pro is capable of iPadOS 15, there should be no compatibility issues with the devices according to the app's developer. According to the developer's Getting started with Camo support page, they recommend using "a standard lightning USB cable" to connect your device to your computer, but do not mention if other cables are supported or used for an iPad Pro.
Because of this, we're not able to give a definitive answer because it isn't listed in the developer's documentation, but you can use these steps to see How to contact an app developer and see if they can offer some additional guidance.
