After 5 seconds of any app being displayed with wrist up, it fades to a time of day display

I have a new Series 7. After 5 seconds of any app being displayed with the wrist up, the display fades and just shows the time of day in the top right of the screen (with a very dim, very blurred image of the app's display behind it). On wrist down I get the same display. This is despite having "Return to Clock" set to "after 1 hour" (both in Watch settings and in custom settings for different apps on the iPhone Watch app, and having "When in session" set as "Return to App" (in iPhone Watch app), and "Show Complication Data" is checked to show complication data when wrist is down. Wake Duration is set to 70 seconds, and Display is set to "Always On". And yes, I have tried powering off and restarting the watch. And is there a name for that display which is just the time of day in the top right? Why does it not at least show my watch face?
