Both my Apple TV boxes are blinking and show a black screen

I have unplugged both ends of cable as well as unplug everything. I rebooted tv and router and my Apple TV still does not work

If you see a continuously flashing status light, that indicates a failure to start up properly. First try a cold restart (disconnect from power for a minute or two). If that doesn’t improve it, then the system software may need to be re-installed. How that is done, depends on the exact model Apple TV.
