I just created a new Apple ID. I am trying to install my first app. I have set up both a billing and a shipping address but I keep receiving the same message "This Apple ID has not yet been used with the App Store.".
Can someone help
iTunes is also not signing

It sounds like you're having some trouble signing in with your newly created Apple ID.
Try signing in using a browser on a computer and see if it allows you to accept the Terms and Service and begin using the Apple ID: Manage your Apple ID. If it does, try signing in again on your device.
