I would like to have an iPhone, and I have seen the price of an iPhone on Walmart's site very cheap. Now I have to confirm whether there is any difference in the quality of their iPhones or they are cheap anyway because used iPhones are expensive in other markets. Why are they cheaper at Walmart? I am waiting for your answer.

These types of "unlocked" phones are only unlocked until you choose a carrier and use it with them. Then it is locked to that carrier as if you had purchased a locked phone to begin with.
If you want a used phone, then one of the very few trusted websites to get one from is Apple's own refurbished page:

Unlike other, um, refurbished phones, Apple does whatever's necessary to make the phone look and function like new. Including replacing the screen or case. A new battery is always installed. They also carry a warranty, which you won't get from any other seller.
The only other trusted site I could recommend is Gazelle.

They buy used devices and ensure they're in working order. They also confirm they are not, and will not end up in activation lock. Problem is, their prices really aren't much different than getting a refurbished phone from Apple. And the condition you get them from Gazelle is how they got them. You pay the most for the cleanest, least scratched ones they have. Less for beat up ones. What they have on hand varies with what they got from sellers.

The reason it’s so cheap is because it’s an iPhone 7 (a really old model (5 years ago)).
Walmart is trying to clear old inventory.

But Walmart also wrote that the phone is unlocked; you should check this link. If this is a misnomer, please let me know the site where the original fob was found and unlocked. Remember I'm asking about a used iPhone
Note that while it is being marketed by Walmart, it is actually from an outside seller. I would have no information regarding the quality of that phone or seller. Also note, it is a re-manufactured iPhone model.
And there is a new policy in Pakistan that if we buy a phone from another country then we have to approve it from PTA company if we don't get to approved then the phone does not work, the company locks the phone.
An unlocked phone from Gazelle is one that started out as an unlocked phone directly from Apple. It will always be able to use any carrier you want.
However, you must check to be sure the phone you choose will work with your cell services in Pakistan. That's one of the reasons the same phone (in appearance) are sold for specific markets. The ones shipped to other countries are designed to work with the cell services in that region.
I don't believe that it's even sold by Walmart nor ever handled by them (like fulfilled by Amazon where they handle the logistics after the seller ships to Amazon for warehousing). Walmart has a program similar to Amazon's "Marketplace Sellers" where Walmart only handles the customer transaction, Walmart gets a transaction fee, and the seller ships the product. The link provided clearly states "Sold and shipped by Hybrid IT | Gsm Club LLC"
Unless you re purchasing a model that has been “re-manufactured” the quality will be the same.
Note: Walmart does not sell unlocked iPhones.

Otherwise, if I were to buy from a market in my area, they might as well have taken it from Walmart for sale.

Why do you want to buy such an old device? Those devices will be obsolete soon. The current iPhone SE is based on the iPhone 11 with the exterior of the iPhone 8.
