What your computer qualifies for doesn't concern me. My Mac DOES qualify for High Sierra, but i cannot download it. I had a download link for Mojave yesterday, which I don't qualify for, but not for High Sierra.
I cannot get this to work either - the app store popup does not launch from Safari. I'm running a new install of Sierra on a iMac that should support High Sierra. When using the link, I end up at a Safari site "Mac App Store Preview" and the App Store app does not launch. There are no buttons (e.g. "View in Mac App Store") to allow me to launch it.
If I try it on my M1 Mac Mini, everything works as people have described - follow High Sierra link from "How to get Old Versions of macOS" launches a page in Safari, launches the app store with a button saying it isn't compatible. But on my iMac, it just stops at the "App Store Preview Site"
I've tried in safe mode as well as suggested, enabled all popups, played around with the year settings and nothing works.
Any ideas?

Try using Google Chrome. I spoke to Apple directly who suggested using that instead. Safari requires an update that isn't available until you've updated to the new OS.
This is what worked for me, and I was going barmy trying to get it to work.
those are the same links. they take me to an app store preview page in safari, but they don't open the app store itself.

You could try again while in Safe Mode.
This is the page I get and yes No Get because the computer I am running does not Qualify to Run High Sierra
When i follow all these instructions, there is no download/get button to click on. It's just a page. I would assume OP is having the same trouble...
I'm running Sierra. I literally can't get any of the links. Even if I go back before Sierra. It's all been quite frustrating.
It's the page on Safari that doesn't have a link on it for me.
See if it works in Safe Mode. If not, post back.
Try pasting this into Safari's address bar, hit return.

P.S. I've tried while logged in to the app store app and while not logged in. I'm also not signed into iCloud on this machine, if that would somehow matter.
