iPhone is disabled: "iPhone is Unavailable"

What does "iPhone Unavailable" mean? It does not show me a countdown time or anything either. My phone was disabled and I did the step-by-step process with Itunes and updated my iPhone XR. After that, my phone gave me the message; "iPhone is unavailable: try again in 58 minutes". After that, the phone went into recovery mode with the message "Attempting data recovery" but got stuck in a loop doing that. I forced restarted my phone at that point and now my phone just says "iPhone unavailable". Could this be because I plugged out my phone from my computer before waiting for the recovery process t start?
