FWIW, I have he LG27UP600 which is the same display without the bells and whistles which works great with a certified USB-C to HDMI cable:

Also, you could follow @hcitas suggestion and @den.thed suggestions and dump the cheap cables LG supplies for certified HDMI cables.
The current state of USB-C to USB-C video connections is sill in its infancy with the main issue that the displays seem to have a hard time working with a computer that does not require power delivered to it from the display.
f you insist on using the USB-C to USB-C connection, again, dump the cheap cable supplied by LG and try a Thunderbolt4 cable.

You have 3 options with that LG Display.
Thunderbolt 3/USB-C to Thunderbolt3/USB-C
Thunderbolt 3/USB-C to DisplayPort
HDMI
Any of those 3 options, will likely require pitching the cheap Display supplied cable and buying a premium certified cable to use with the M1 Mac Mini.
FWIW I would go with the second option and get a premium Thunderbolt3/USB-C to DisplayPort cable.

What’s the issue with connecting with HDMI? It’s the only dedicated port for video, use it. For hub functions, connect the monitor’s USB C port to the mini’s USB A port using a suitable C-A cable or adapter.
