How long is it stuck?

If there's something corrupted, it might be possible to restore it by putting it into recovery mode and then connecting to a computer - either a Mac or a PC with iTunes. It would just rebuild iOS from scratch using the computer as an intermediary.

If you can't update or restore your iPhone or iPod touch - Apple Support

After that you should have a device that you can just set up like it was new.
