Sharing editable projects between two Macs must be done by physically transferring on an external drive the library that contains the project.
On Mac #1 create a new iMovie library to contain the project. Either create the project in the new library, or copy the project from another library into the new library. Then Edit/Copy, Edit/Paste into an external drive or thumb drive the new library that contains the project. Physically transfer the external drive or thumb drive to Mac #2. The user on Mac #2 can then open the library and edit the project, and subsequently transfer the external or thumb drive back to the user on Mac #1. Both users must be using Macs. The external drive or thumb drive must be formatted Mac OS Extended (Journaled) or APFS before transferring the library to it. Both users must be running the exact same version of iMovie 10.
