A couple of things:

  1. If all the photos were on your old phone, transfer those to your new phone. You should have made a backup of the device from which you could set up your new phone. However, if you were using iCloud photos to sync, and not all of the photos uploaded to the cloud, then you'll only be able to recover those items in the cloud without the original device.
  2. Not sure why you mentioned "old" iCloud. You should only have one iCloud account (multiple accounts are not a good practice). If your photos are attached to two different iCloud accounts, you'll have a very long possible way of recovering by downloading all the photos in iCloud to your new device, turning off iCloud photos (Settings > Photos), logging out of iCloud then logging into the other iCloud account and reenabling iCloud photos.
  3. You still haven't answered some of the other questions. I suspect that you did not have enough iCloud storage to sync the entire library on your old phone. Therefore, you'll only be able to download those items in iCloud without having your old phone.

Ok. But, do you have space in iCloud?

Settings > Apple ID > iCloud

If you had say, 50GB of storage but have 100 GB of photos, photos will stop syncing.

Were you syncing your photos to iCloud from your device?

If so, do you have the device from which you were syncing?

Otherwise, if you're setting up a new device, do not have the old one, and only have what it is iCloud, then you only have 6,000 photos.
