I’ve turned off my live pictures but there are still times my pictures are taken as “live” is there anyway to stop it completely??

It appears that you've reviewed Take and edit Live Photos, which is a great. If you haven't done so already, restart your iPhone. Sometimes a simple restart can fix minor issues. If the issue persists, make sure you're running the latest compatible iOS version: Get the latest software updates from Apple.
