I use a window PC/laptop. If I start to store photos from my iphone in icloud, can I access my photos from my windows computer?

Yes.
If using iCloud Photos, you can either download iCloud for Windows and enable iCloud Photos there, or log in to the https://icloud.com website and use the Photos App there.
If you are just copying photos to iCloud Drive in the Files app on your iPhone, then you can again use the iCloud for Windows application to get an iCloud Drive folder in Windows Explorer, or log in to iCloud.com and use the Files App there.
