I assume the Family Organizer has an Apple Music Family subscription.
Get an Apple Music family subscription - Apple Support
If so the Family Organizer needs to invite you to join the family and you need to accept that invitation.
Set up Family Sharing - Apple Support
Once that happens, turn on Sync Library one your iPhone and you should be all set.
