IPHONE 13 PRO MAX WON'T TURN ON FRESH FROM BOX

Sent girlfriend a IP 13 Pro Max. Still in box. Never even plugged in. She received it and plugged it into the wall outlet. Let it charge for minimum 8 hours. Tried the side buttons (right first, then right and top left etc). No combination seems to bring the system up. Don't know how to activate the phone when it won't even come up to the Apple logo. Any help appreciated...
