why can't you downgrade monterey to mojave on macbook air?

You cannot install an OS eariler than the one it was shipped with. Mojave would not have the drivers, etc. to support an M1 Mac.

You cannot downgrade any Mac to a version of macOS earlier than what it shipped with.

Mojave is discontinued. No new Macs will come with Mojave.
