iPad and iPhone have two different Apple IDs

Trying to help my husband. He somehow ended up with a different Apple Id on his phone than what he has on his iPad (two different clouds). Thus they are not connected. His phone has a lot of videos and music that he doesn't want to lose (all on that Apple ID which is not his original/primary Apple ID that he would want to continue to use). The music on the phone is from Apple Music (which is also linked to that one Apple Id). What would be the best course of action to get both devices on only one Apple ID, so that the devices will be linked, but without losing anything from either of the devices?

When changing to the new ID, there may be some data loss, but you can minimize it. If syncing photos with iCloud, ensure Optimization is turned off in Settings/Your Name/iCloud/Photos and/or in Photos/Preferences/iCloud. Then make sure full resolution photos are on the device/computer. When signing out of iCloud, if asked whether you want to retain data, choose yes. Messages conversations will be lost if they are addressed to the ID. See the article below for other places that the old ID should be removed. See Winston Churchill's response in the below discussion. If possible, also set up Family Sharing between the IDs to keep access to your apps/purchases.

You can't merge IDs. What was purchased under each ID are now locked to that account.
