Could you potentially post a screenshot? Have you also tried force quitting Safari from the app switcher? (Double click the home button, or swipe up and hold depending on iPhone model, and swipe the preview of Safari upwards.)

What! That looks so cursed… If a force restart does not fix it, I think a reset is the only other option I can think of.

If you have iCloud Backups enabled, it shouldn’t be too much trouble to reset your phone since you’ll be able to restore from the backup when setting up your phone up again, and iCloud Backups generally happen every day, so you shouldn’t lose much, if any data.

Press and hold on the overlapped squares in the bottom right hand side of Safari when within a tab, and select ‘Close All [Number] Tabs’. Does this work for you?

I hope you have some kind of backup you can restore from, before you reset.

Does the phone let you reset it in Settings? Settings > General > Transfer or Reset iPhone > Erase all Content and Settings.
