What if there is no option on iPad for Library and Sync Library

Trying to sync my Apple Music from iPhone to iPad. In settings there is no option for Library or Sync Library.

On your iPhone, iPad, or iPod touch

Go to Settings > Music.
Turn on Sync Library. If you don't subscribe to Apple Music or iTunes Match, you won’t see an option to turn on Sync Library.
