I deleted my apple account via web browser but it doesn't seem to log out of the phone. When I want to remove my account from the phone, I am getting this error "this person cannot be found" and I cannot log out of the account.

When you requested the Apple ID be deleted it explicitly tells you you must sign out of all devices first.
The devices you are currently trying to sign it off, do they have iCloud Find My on?
