Depends. It just taps into location services. Location services uses a combination of GPS, Bluetooth, cellular, Wi-Fi triangulation, and internal gyroscopes. GPS is obviously the most accurate, but it also uses Wi-Fi where Apple has a database of Wi-Fi locations. It should be able to figure out where one is within maybe 50 feet.
