( ! No Service ) Problem

My phone is not connecting to service. The SIM card is inserted and the card is intact. It gives "Cellular Update Failed" error. I can't make a call. Is there a solution to this problem? If so how to solve it. My phone is IPhone 5s. ( My language is Turkish. )
