Network - Advanced - WINS. Second question relates to Proxies in Network

A NetBIOS name I didnt creat is currently being used in Network settings under WINS described as a WORKGROUP. I have purchased a Microsoft Outlook annual subscription ?. I worry about a NetBIOS name I didn't create. I have tried Clicking the lock to make changes, Can I disable and remove. Second question. Again in Network settings under Proxies - select a protocol to configure: what protocol should I allow. At the base of the dropdown box it says Bypass proxy settings for these Hosts and Domains
